For example, an organization might delay purchasing supplies until tariffs are lifted, without knowing when that might happen. To use this approach effectively, leaders should ask:

  • Are we actively waiting or just drifting?
  • Which decisions could lock us in or trigger backlash?
  • Can we reliably detect policy or competitor shifts?
  • What specific signals will tell us to move forward?
  • Do we have tested playbooks ready for reengagement?
